H. L. Downing made his first trip to Papua New Guinea in 1921 and worked as a Medical Assistant with the Australian Department of Health from 1922-26. On 5 April 1927 he was appointed Permanent Patrol Officer in New Britain (Papua New Guinea) and was promoted to Assistant District Officer 2 May 1929. He was suspended from the service 29 September 1941 due to wartime hostilities.
