Henry Ludlow Downing was born at Springhill in Brisbane in 1893 and died in Rockdale, New South Wales in 1965. Downing worked as a photo salesman in Sydney before enlisting in the Australian Imperial Force on 2 August 1915 and embarking for Europe on 17 December of the same year. He went on to become a sergeant in the 2nd Australian General Hospital and returned to Australian in 1919.
In 1921 Downing travelled to Papua New Guinea and worked as a Medical Assistant with the Australian Department of Health from 1922-26. On 5 April 1927 he was appointed Permanent Patrol Officer in New Britain (Papua New Guinea) and was promoted to Assistant District Officer 2 May 1929. He was suspended from the service 29 September 1941 due to wartime hostilities.
