  David Buffet, President of the Council of Elders, is descended from Pitcairn Islanders. He discusses the history of the governance of Norfolk Island by the Commonwealth of Australia, especially the abolition in 2015 of the Norfolk Island Legislative Assembly and the integration of Norfolk Island into the three tier Australian system of government. He discusses the ownership and use of land and property in Norfolk Island, immigration laws and controls, shipping issues, population studies, the tourism load and the challenge of communicating the island's needs to the Australian mainland.
