    Stuart Harris (1931- ) was born in Tottenham, London. The impact of World War II dominated his childhood and ultimately led to his decision to migrate to Australia with the Big Brother Movement in 1947. Despite qualifying for university entrance at grammar school in England, Stuart was sent to work on farms around Temora. He moved to Sydney in 1949 where he did odd jobs before joining the Commonwealth Taxation Department. Stuart won a Departmental scholarship in 1952 to study economics part time at the University of Sydney. He graduated with Honours in 1956 and moved to Canberra to work in the Head Office of the Department of Taxation and later the Department of Overseas Trade. Winning two Public Service Fellowships enabled him to complete a PhD at the Australian National University. Stuart went on to have a distinguished career in academia at ANU and in the Commonwealth Public Service, as Secretary of the Department of Foreign Affairs (1984-1987) and then the Department of Foreign Affairs and Trade (1987-1988).

    Stuart married Pamela Manning in 1958 and had five children together. He retired from his role as Professor of International Relations at the Australian National University in 1996 and became a Visiting Fellow. Stuart continued to research and publish extensively and, despite developing Parkinson’s disease, wrote 'China’s Foreign Policy', which was published in 2014.
