Michael Raper was Director of the Welfare Rights Centre, Sydney, 1990-2008; Founding President of the National Welfare Rights Network, 2003-2008; President of the Australian Council of Social Service (ACOSS), 1997-2001; and President of the International Council on Social Welfare, South East Asia and Pacific, 2003-2008. In 2008 he became Director of Services and International Operations at the Australian Red Cross.
He was awarded the Australian Human Rights Medal by HREOC in 2002, and the Justice Medal by the Law and Justice Foundation in 2007.
