    It is unclear when this position was established but it is possible that this was on 27 June1949 when Claude Frederick Jervis who had been a clerk in the Administrative Department was appointed Acting Staff Superintendent. This may have been the first senior appointment relating to personnel administration. Mr Jervis was possibly engaged with the view to a this appointment as he entered the service on probation on 9 March 1949 with experience in personnel and accounting at the Palestine Company and BOAC. The Staff Superintendent was involved in the planning all major projects; dealt with industrial relations issues including negotiations with unions, managing staff duties including maintaining newspaper production during industrial action; advised the Managing Director of major issues relating to personnel management, and managed staff recruitment. It seems that industrial relations was a major component of his role.

    Following the retirement of Mr Jervis on 6 July 1973 the Treasurer proposed the creation of a Staff Department consisting o a Staff Manager, Assistant Staff Manager, Training and Welfare Officers and the support staff necessary to assist them in carrying out their functions. The first appointments under this new arrangement were made on 29 June 1973. (1)
