After a short period in the staff department where he became acquainted with the newspaper industry, it was planned that he should proceed to become Industrial Relations Manager responsible to the Board and the General Manager for policy and negotiations. The position was re-named Personnel Services manager in 1976 when it appears to have taken over all of the functions of the Staff Department.
