In May 1974 David Sharpe was appointed Training Co-ordinator within the Staff Department. (1) It was his philosophy that training requires supervisor involvement and that training is a continuous function.(2) As part of this role he selected manager and supervisors to receive training that would enable them to develop training programs for their own departments or other business units. It would appear that 'Effective Management' was the manual prepared for this training.

Effective Management was a three day course that included
1. Anatomy of management
2. Planning
3. Control
4. The approach to training and
5. Communicating.
Only one page of the Manual appears to be dated 7/1974. Some pages are photocopied and may be later additions to the manual.
Each manual had a registration number and the employee was required to return it upon termination of employment.
The first co-ordinators were appointed to their business units having completed their initial training on 18 October 1974 (3)
