They appear to be at a ceremony, with the two men in the centre dressed in formal attire and holding an award which appears to be being presented from one to the other. The remainder of the men are dressed in their working clothes. A flag is draped over the main table, with the Union Jack facing the camera. (The donor is fourth from left with hands in pockets).
