    Emeritus Professor Francis Armand Bland, public servant, professor, and politician, was born 24 August 1882 in MacDonaldtown, Sydney. He did arts and law at the University of Sydney. From 1915, Bland lectured part time on public administration and became lecturer in public administration in 1930 and professor in 1938. He laid the foundations of the Department of Government. In 1916, he took leave to study at the London School of Economics. To support his family, Bland relied on the fees from tutorials he gave at Oxford, Liverpool and Leeds.
    Back in Sydney, in 1918 Bland was appointed assistant-director of tutorial classes at the University of Sydney. Although Bland's activities in adult education were soon overshadowed by his contributions to public administration, he continued to take tutorial classes for thirty years. In 1935 he became a Professor of Public Administration, as well as an editor and author. In 1951, he was elected to the Australian House of Representatives as the Liberal member for the safe seat of Warringah, holding the seat until his retirement in 1961. Bland died in 1967.

    This collection contains study notes taken by F.A. Bland whilst studying librarianship at the London School of Economics, 1916-1917. The notes cover the subjects (1) Duties of a librarian; (2) cataloguing and (3) classification. The lecturer for the subjects was B. M. Hedicar.
