    John Russell, 1st Earl Russell, KG, GCMG, PC (18 August 1792 – 28 May 1878), was an English Whig and Liberal politician who served twice as Prime Minister of the United Kingdom in the mid-19th century.
    He was one of the principal leaders of the fight for the Reform Act 1832, earning the nickname Finality Jack from his complacency pronouncing the Act a final measure. In 1834, when the leader of the Commons, Lord Althorp, succeeded to the peerage as Earl Spencer, Russell became the leader of the Whigs in the Commons

    John Charles Spencer, 3rd Earl Spencer PC, FRS (30 May 1782-1 October 1845), was a British statesman. He was notably Chancellor of the Exchequer under Lord Grey and Lord Melbourne from 1830 to 1834.
    Along with Lord John Russell, he led the fight to pass the Reform Bill of 1832, making more than twenty speeches, and is generally considered the architect of its victory.

    Handwritten letter on stationery with a black border; this may be in reference to the death of King George IV (d.1830) or King William V (d.1837).
    The letter is addressed to Lord Spencer and signed J.R. It is undated and refers to the "mooting on the manor".
