Thomas Townshend, 1st Viscount Sydney, 1733-1800, became Secretary of State for the Home Department in 1784. After talking to Matra concerning Matra's project for an American Loyalist colony in New South Wales, Sydney made the initial decision in 1786, to send convicts to New South Wales, and appointed Captain Arthur Phillip as leader of the expedition. In 1787, he notified Phillip that Hunter would succeed him in case of his death or absence. Phillip sent Sydney a number of descriptions from New South Wales, which Sydney did not acknowledge, but which were answered by his successor Grenville.
