  • ADMINISTRATIVE/ BIOGRAPHICAL HISTORY

A large residential centre for people with intellectual disabilities, the Peat Island Centre closed in 2010 after 99 years of operation. Peat Island is located on the lower reaches of the Hawkesbury River, about 50 kilometres north of Sydney. Accommodation for people with an intellectual disability was established on the island in 1911. Peat Island was identified for closure in the 1983 Richmond Report, which recommended a move away from institutionalised care towards community integration. In 1989 responsibility for institutions for people with an intellectual disability, including Peat Island, was transferred from the Department of Health to the Department of Family and Youth and Community Services, to reinforce the difference between intellectual disability and mental illness. The name Peat Island Centre was adopted at this time. In 2001 the Peat Island Centre came under the control of a new Government agency, the Department of Ageing, Disability and Home Care. The Department launched a strategy in 2006 to provide residential assistance for people with an intellectual disability, which included a commitment to close all large residential centres. Two years later it was announced that the Peat Island Centre would be closed by 2010, with residents being relocated to purpose-built care facilities at Hamlyn Terrace and Wadalba. Reference: Our island home : a history of Peat Island / [Author and researcher Laila Ellmoos, oral historian Sue Andersen, photographer William Newell]. Sydney, N.S.W. : Ageing, Disability & Home Care, [2010]. This book was published to commemorate the closure of the Peat Island Centre in 2010.
