    Merrilyn Sernack compiled much of this collection of papers while engaged in research work on prison administration in New South Wales from 1874 to the 1970s for her degree of Doctor of Philosophy in the Department of Government at the University of Sydney. The subject of her thesis was Captain Frederick William Neitenstein, ISO, Comptroller-General of Prisons in N.S.W., 1896-1909. The introductory section of her thesis covers the historical background and origin of the N.S.W. prison system from the founding of the colony to Neitenstein's appointment in mid-1896.
