    F. W. Neitenstein, 1850-1921, came to Australia in 1872. He worked with neglected and delinquent children on the training ships Vernon and Sobraon until 1896 when he was made Comptroller-General of Prisons in New South Wales. In 1906 he was awarded the Imperial Service Order for this work, and his services to other Public Service organisations such as the Supplies Board. He retired in 1909 after reorganising the prison system of New South Wales. Neitenstein was also a prominent freemason
