  • ADMINISTRATIVE/ BIOGRAPHICAL HISTORY

    In 1782 Evan Nepean (1752-1822) became under-secretary of state in the Home Department. In this capacity he was concerned with the arrangements for the First Fleet and the administration of the newly established penal colony in New South Wales during its early years.
    Lord Sydney, Thomas Townshend (1755-1800) was Home Secretary in the Pitt administration, responsible for planning the convict settlement at Botany Bay. Governor Arthur Phillip named Sydney Cove for him.
    In 1786 David Collins (1765-1810) accepted appointment with the First Fleet to Botany Bay. On 24 October he was commissioned deputy judge advocate of the new colony. He sailed in the Sirius arriving at Botany Bay on 20 January 1788. On the next day he went with Governor Phillip's party to examine Port Jackson. Six days later the fleet transferred to Sydney Cove. On 7 February the government was formally inaugurated, Collins reading the relevant Act, commissions and letters patent.
