Robyn Read was educated at the University of Sydney where she graduated Bachelor of Arts and Master of Arts in Town Planning. From 1971 to 1977 and 1987 to 1991 she was an alderman of North Sydney Council, including periods as Deputy Mayor and Acting Mayor. She was an independent member for North Shore in the NSW Legislative Assembly from 1988 to 1991 and Commissioner for Water Resources from 1985 to 1987. As Executive Director of City Services of the Australian Capital Territory Government (ACT) from 1995-1997, she oversaw significant departmental changes and restructure.
