Dagmar Schidmaier was born in 1944 and migrated with her mother to Australia from Germany in 1949. She grew up in Sydney's northern beaches area, attending Narrabeen Girls High School.

Schmidmaier graduated from a diploma in Librarianship in 1967 and began her professional career at The State Library of New South Wales, the institution she would later lead. After holding various other roles she became a lecturer and head of The Department of Information Studies at Ku-ring-gai College of Advanced Education (later University of Technology). In 1984 she went on to become head of Library Services at NSW Department of Technical and Further Education (TAFE), and director of TAFE's Open Training and Education Network (OTEN).

Schmidmaier was appointed State Librarian and Chief Executive of the State Library of NSW in 1995, a position she held for 11 years. In 1999 she was awarded an Honourary Doctor of Letters for her work in higher education.

After retiring from The State Library of New South Wales, Schmidmaier became vice-president and subsequently president of the Australian Library and Information Association (ALIA). In 2006 she was the recipient of an Alumni-arts award by the University of New South Wales.
