R. S. Parker was a member of the Interim Council of the Administrative College of Papua New Guinea, 1962-1969. He also advised the Administration on organisation policy, organised and assisted in public service training courses, represented Administration employees on the public service arbitration tribunal and gave evidence at the local officers' arbitration case in the 1960s
