    Edmund Charles Lawless was born in Salisbury, England in 1829. He arrived in Port Philip in 1852 on board the ship Earl Grey. He became a sergeant of police in the Victorian goldfields, later transferring to Sydney where he became Inspector of Police at Redfern Police Station.
