    Judd outlines the history of the colony from 1788 until the initial stages of the constitutional development of Australia beginning in 1823. He analyses the powers conferred upon the early governors and compares them with those of governors in America and South Africa. He also makes reference to, inter alia, prices of certain commodities, wages, the alienation of land and the distribution of convict labour in the colony
