Clement N. Govett joined the army ca. 1940 and was assigned to the Supply and Transport Headquarters, Melbourne, Victoria and later served with a transport company. About 1942 he was moved to the Northern Territory. After World War II, Govett was assigned to the British Commonwealth Occupation Force in Japan. He served later in Korea during the Korean War and returned to Japan in January 1951. He retired from the army in October 1970

Post World War II, the Japanese government compiled a history of the Kure and Hiroshima area and sought information from former Allied soldiers and officials who served with the British Commonwealth Occupation Forces. Govett collected and supplied local maps, negatives and videos to editor Takeshi Chida of the Kure Municipal Office for publication in a book on the history of Kure, copies of negatives were compiled in an album.
