William (Willie) Newby-Fraser was born in Liverpool, England, in 1861, the son of William and Jessie (nee Croft). He studied at Moore College in Sydney and was ordained as an Anglican minister in 1890. He married Sarah McGarvey in 1891. In 1893 they were sent by the Church Missionary Association to India; here they lived in Agra, Simla, and Allahabad where their daughter Jessie was born in 1894. (Another daughter, Dorothy, was born in 1898). After returning to Sydney in 1896 William Newby-Fraser was rector of various churches in NSW including St John's, Nowra and St John's, Milson's Point.
