The Committee was appointed on 20 May 1943 as a result of representations concerning difficulties in obtaining essential educational, scientific and literary works and as a result of investigations of the Department into problems associated with the rationalisation of book and printing industries. The Committee was appointed to enquire and report upon problems of the importation, disturbution and Australian production of books and other printed material and the use of paper suitable for the printing of books, pamphlets and periodicals. The Committee was chaired by the Librarian of the Public Library of New South Wales, John Metcalfe and ceased to function on 18 June 1946.
