The State Office Block in Sydney was completed and opened in 1967, on a site that had remained within government ownership since first settlement. The finished building comprised a group of attached rectangular blocks including the main tower of thirty-five floors rising 128 metres, a nine-floor wing to the north fronting Phillip Street, and the Premier's wing of ten floors on the corner of Bent and Macquarie Streets. It was home to the Premier's Department, Cabinet meeting rooms, and press rooms from 1967-1980s

In 1989 Premier Greiner proposed moving the Department of Public Works out of the State Office Block, and renting their twenty floors to private tennants, calling the building inefficient and ineffective. While the building was withdrawn from the market in 1991, the Department of Public Works moved to the McKell building in Rawson Place.

In 1994 it was planned to move the Departments of Treasury and the Premier into the newly completed Governor Macquarie Tower. Soon after the elections in 1995, the government proposed that the building be sold. In 1996 the building was sold to Lend Lease Development. The building was dismantled from 1997-1998 to be replaced by the Chifley Tower.

Civil and Civic commissioned a consulting team to produce an Archival Recording Package for the State Office Block. This team consisted of Conybeare Morrison & Partners, Danny Kildare Photography, Jyoti Somerville (Architectural Conservation Consultant), and Dr. James Kerr (Heritage Consultant).
