Frank Fowler won a scholarship to Sydney University in 1928; he studied English and philosophy, gaining a bachelor of arts degree with honours in both subjects in 1931. After taking a diploma in education he next completed a master's degree in philosophy, graduating with first-class honours in 1936. This was the first M.A. Honours degree granted by John Anderson, the influential professor of philosophy at Sydney University from 1927 to 1958. Fowler then lectured in education at the Sydney Teacher's College and in 1939 won a Carnegie scholarship to London University, but was prevented from taking it up by the declaration of war. He later returned to Sydney University to study medicine; was elected student representative to the university senate in 1943, and in his fourth year was asked to lecture in physiolgy to the second and third year students, which he did until 1957. In 1946 he graduated with a bachelor of medicine and surgery and worked as a doctor for many years in hospitals and general practice.
