Norman Lang Mackellar (1918-1985) was born in Brisbane and first worked as a cane cutter, wharfie and deckhand before joining the 2nd Australian Imperial Force in 1939, serving in the Middle East and gaining the rank of captain. After the War, he went into administration earning degrees in accountancy and hospital administration, and a diploma in management. He was credited with developing Tamworth Base Hospital, whose Board he resigned from in 1981. He had joined the Tamworth Council in 1962 and was mayor for 10 of his eighteen years on the Council. He was awarded an MBE in 1977.
