  • ADMINISTRATIVE/ BIOGRAPHICAL HISTORY

John Thomas Bigge, British colonial judge, was appointed by Lord Bathurst as a Royal Commissioner initially to examine the success of the transportation system as a deterrent to felons, then in 1819 to cast a critical eye over the administration of the colonies of New South Wales and Van Diemen's Land. Bigge's report denounced Lachlan Macquarie's government, being particularly censorious of Macquarie's spending on public works. As a result of Bigge's recommendations, the New South Wales Act of 1823 was ratified, authorising the establishment of a Supreme Court and Legislative Council in New South Wales, as well as a Supreme Court in Van Diemen's Land. -- Reference: Australian Dictionary of Biography. Vol.1, 1788-1850. Carlton, Vic.: Melbourne University Press, 1966
