    Robert Victor Horn (1914-1994), economist, was born in Koln, Germany. An Economics graduate, he worked in German and French banks before arriving in Australia in 1937. He worked for the Bank of New South Wales and then served with the Australian Military Forces in Australia and New Britain during the war. In 1946 Horn joined the NSW Bureau of Statistics and Economics as a research officer (economic analyst). He graduated MA Hons in Economics from Sydney University in 1951.

    In 1957 Horn began part-time tutoring in Economics at the universities of Sydney and NSW. He was appointed full-time lecturer at the University of NSW and in 1967 lectured on the Australian economy at the University of Cologne during the Summer Semester. He was a supervisor of the Indonesian University Lecturers' Scheme, established in 1970 and part of the Colombo Plan undertaken by the University of NSW. In 1974 while on leave from the university, Horn worked for the International Labour Office in Geneva on social indicators maintaining working relations in that area with UNESCO, OECD and other international agencies. He retired as Associate Professor in 1980, but continued as a guest lecturer and also as an economist with the university's Social Welfare Research Centre. The author of a number of economic textbooks, his last publication, Statistical Indicators for the Economic & Social Sciences (1993), combined his long-time research in statistical measurement in economics with its wider application to social metrology, the environment, culture, human rights and other fields.

    Horn's extra-curricular activities were diverse and reflected his broad interests and humanitarianism. In the 1960s he was one of the earliest members of NSW Mensa and was editor of the Mensa Minds Meet section in the Australian Mensa publication, Tableaus. He was Convenor, Amnesty International (Group 205, Lane Cove), one of the oldest functioning groups of AI in Australia which originated in 1964. He was editor of the Australia Party journal, Reform. He was a multiple office bearer of the party's successor, the Australian Democrats. As well as his roles in Bennelong and North Sydney Branches, Horn was appointed Party Agent for the 1984 NSW State Election, and was State Ombudsman, Australian Democrats (NSW Division) from 1986. Horn was also actively involved in adult education with Sydney University, the Workers' Educational Association and the University of the Third Age. Horn was married to Audrey Ethel Twynam and they had three sons, Stephen, Mark and Nick.
