Clem Millward spent his childhood in Western Australia before moving to Sydney to study art at East Sydney Technical School and Julian Ashton Art School. He also studied in Bucharest, after winning a student scholarship. In 1961 he began teaching at TAFE, and from 1977 to 1985 he was senior head teacher at its Hornsby college. Millward was a finalist in the 1958 Archibald and 1966 Sulman competitions and won the 1973 Wynne Award.

Work on the Snowy Mountains Scheme began in 1949, and was finished in 1974. Its main aim was to capture the waters of the Snowy River and use them to generate electricity, then redirect them to the Murray-Murrumbidgee rivers where they would be used for irrigation. It currently consists of nine power stations, 16 major dams, 80 kilometres of aqueducts and 145 kilometres of interconnected tunnels.
