James Grainger Phillips was born in Perth in 1915. After his father sent some of his work to the Bulletin, it was approved by Norman Lindsay and he was offered a position. He sailed to Sydney in 1934, aged 19 and started at the Bulletin as an office boy. He quickly became one of the black & white artists working for Smith's Weekly and the Bulletin in the 30's. For the rest of his life he drew and painted. He won the Walkley Award twice.

In 2002, a retrospective exhibition of his boyhood work with Alec Choate, was held at the Subiaco Museum, Perth.
